David Kulbacki

Chief Executive Officer

David Kulbacki joined Kulback’s, Inc. in 1984 as Vice President of Operations and was promoted to President and CEO in 1996. A graduate of SUNY Brockport, David brings deep expertise across company leadership, project management, supervision, and finance. With decades of experience, he works seamlessly with owners, architects, inspectors, and construction teams—ensuring every project reflects Kulback’s commitment to quality and professionalism.

Brian Kulbacki

COO

Brian Kulbacki began his career at Kulback’s, Inc. in 1979. After gaining valuable experience in the field, he was promoted to Project Supervisor in 1985 and later to Project Manager in 1996, overseeing multiple large-scale projects. Today, as Vice President of Operations, Brian plays a key role in managing day-to-day field operations, with a special focus on pre-engineered building projects. His decades of hands-on leadership ensure projects run efficiently and meet the highest standards.

Timothy Kulbacki

Vice President of Operations

Timothy Kulbacki began his construction career in 1976 as a laborer for Kulback’s, Inc. He later founded and grew a successful residential roofing and building company before returning to his commercial roots as a Project Estimator with Kulback’s. In 1997, he was promoted to Project Manager and now serves as Vice President of Operations. Tim’s responsibilities include office management and operational oversight, bringing decades of hands-on experience and leadership to the team.

Tom Barrett

President

Tom Barrett joined Kulback’s, Inc. as President in 2015. He holds an MBA from Medaille College and a Bachelor of Science from SUNY Brockport. With a diverse background in real estate development, construction management, commercial brokerage, and tax credit programs—including New York Historic and Brownfield Cleanup Program Tax Credits—Tom supports clients from early concept through project completion, always with a focus on their unique goals. Tom is also actively involved in several community boards and nonprofit organizations, reflecting his commitment to both business and community impact.

Neil McGinty, CPA

Controller

Neil McGinty joined Kulback’s, Inc. in 1994, bringing nine years of public accounting experience and a CPA designation. A 1985 graduate of St. Bonaventure University, Neil oversees all accounting functions for Kulback’s and its affiliates. In addition to his financial responsibilities, Neil plays a key role in managing the company’s insurance and banking relationships and serves on the Safety Committee, contributing to both operational and organizational oversight.
